
Jae Kwan Kim, prófessor við Seoul National University flytur gestafyrirlestur sem ber heitið Seismic hazards and preparedness in Korea.
Jae Kwan Kim er leiðandi í rannsóknum á sviði jarðskjálftaverkfræði í Suður Kóreu og ráðgjafi stjórnvalda í tengslum við forvarnir og viðbúnað við náttúruvá, með sérstakri áherslu á jarðskjálfta. Hann hefur gegnt stöðu prófessors við Seoul National University síðan 1993, var deildarforseti ásamt ýmsum ábyrgðarstöðum, m.a. starfi deildarforseta 2010-2012. Hann var forseti jarðskjálftaverkfræðifélags Suður Kóreu 2013-2015. Þá hefur hann gegnt ýmsum trúnaðarstörfum fyrir stjórnvöld og er formaður stýrihóps um náttúruvá innanríkisráðuneytis Suður Kóreu.
Hann hefur stundað rannsóknir og skrifað vísindagreinar einkum á eftirfarandi sviðum:
- Yfirborðshreyfing vegna jarðskjálfta og staðbundin áhrif þeirra
- Hönnun mannvirkja og viðbúnaður við jarðskjálftum
- Greining á samspili vökva, jarðefna og mannvirkja
- Greining á jarðskjálftasvörun hefðbundinna Kóreskra mannvirkja
Ágrip
Korea is known to belong to an intra-plate region, more specifically a stable continental region. Earthquakes in the past two thousand years had been well recorded in the historic documents. In the past century, several earthquakes exceeding magnitude 5 occurred and caused significant damage to structures in the epicentral regions. In this presentation, I am going to introduce tectonics in the region surrounding Korean peninsula and potential seismic hazards including tsunamis. Shaking table tests of both full and small scale models of Korean traditional structures had been conducted to estimate the intensity of earthquakes corresponding to damage levels described in the historic documents. From the results, it was possible to estimate the upper bound to the intensity of historic earthquakes. Test results will be shown and the estimated intensity will be reported. Even though the seismic hazard level in Korea is not very high, Korean government is very concerned about the seismic risk. The earthquake recovery plans act was promulgated in 2011. Now earthquake hazard reduction measures are being implemented in a very systematic way according to the act. The main government organizations responsible for the earthquake response and preparedness are Korea Ministry of Public Safety Security (KMPSS) and Korea Meteorological Administration (KMA). KMPSS is the key organization for the emergency response and management. KMA constructs and operates seismic network and monitors earthquakes and tsunamis. It is also developing earthquake early warning system (EEW) using dense seismic network. I am going to describe the government policy and national preparedness on earthquake hazards including seismic design and the roles of various government organizations.
