Fimmtudaginn 15. september kl. 15 flytur Eugenio F. Biagini prófessor við Cambridge-háskóla minningarfyrirlestur Jóns Sigurðssonar: „Democracy and the ‘national interest’: the making and unmaking of the UK, 1707-2016, and the lessons for the EU."

Eugenio F. Biagini lýsir fyrirlestrinum svo: „The United Kingdom of Great Britain and Northern Ireland is one of the oldest democratic multi-national ‘nations’ in Europe and is now undergoing a major internal debate in the wake of the Brexit referendum. The latter indicated that a majority of the voters wished the UK to separate from another democratic multi-national organization, the EU, though a strong minority in England and a majority in Scotland and Northern Ireland voted to ‘remain’. This reflects a profound disagreement about what the ‘national interest’ might require, and indeed whether there is a ‘national’ interest for the whole of the UK.
This lecture revisits the concept of ‘national interest’ from a materialist angle and a historical perspective. It argues that agreement about what the national interest requires – which was the foundation stone of the UK in the 18th and 19th centuries – has become more and more difficult to achieve with the establishment of democracy. In this respect, the current debate within the UK mirrors that within the EU. In both cases, electoral ‘democracy’ is frustrated by constitutional sclerosis. The latter prevents the main function of representative government, which is to create an institutional context for the negotiation of what ‘the national interest’ may mean and entail in a democratic polity.“
Eugenio F. Biagini lauk sagnfræðinámi frá Scuola Normale Superiore di Pisa á Ítalíu. Eftir að námi lauk starfaði hann meðal annars við Newcastle- og Princeton-háskóla. Frá árinu 1996 hefur hann starfað við Cambridge háskóla þar sem hann er nú prófessor í nútíma- og samtímasögu (sjá nánar hér). Í rannsóknum sínum hefur hann lagt áherslu á félags-, hag-, og stjórnmálasögu lýðræðis. Biagini hefur meðal annars skrifað um frjálslyndishugmyndir Gladstones og sameiningu Ítalíu á 19. öld (Risorgimento), en megináhersla hans hefur verið á sögu Írlands. Af nýlegum verkum hans má nefna British Democracy and Irish Nationalism, 1876-1906 (Cambridge, Cambridge University Press, 2007) sem fjallar um áhrif baráttunnar fyrir írskri heimastjórn á lýðræðisþróun í Bretlandi og á Írlandi. Á þessu ári gaf hann (ásamt Daniel Mulhall) út bókina The Shaping of Modern Ireland (Dublin, Irish Academic Press, 2016) og væntanleg undir ritstjórn hans og Mary Daly er bókin The Cambridge Social History of Ireland since 1740 (Cambridge, Cambridge University press, 2016). Um þessar mundir beinast rannsóknir hans einkum að sögu trúar- og þjóðernisminnihlutahópa á Írlandi á 20. öld, vandkvæðum þjóðríkismyndunar, endurskilgreiningu á „þjóðarhagsmunum“ og hugmyndinni um „stjórnarskrána“ í þverklofnum samfélögum.
